Job Posting: Manager, Offshore Wind Supply Chain & Workforce

SUMMARY OF THE POSITION
Marine Renewables Canada (MRC) is advancing initiatives to strengthen Nova Scotia and Atlantic Canada’s offshore wind supply chain and workforce, supporting local businesses, workers, Indigenous businesses, and organizations representing underrepresented groups as they prepare for participation in the region’s offshore wind industry.
We are seeking an experienced and motivated Manager, Offshore Wind Supply Chain & Workforce to provide technical leadership, project management, engagement, and strategic coordination for a two-year program focused on supplier, workforce, and community readiness for Nova Scotia’s offshore wind sector.
This role requires strong knowledge of offshore wind project development and supply chains, excellent project management capabilities, and the ability to work collaboratively with industry, government, Indigenous organizations, training institutions, and diverse suppliers.
Reporting to the Executive Director, the Manager will lead supplier education programming, workforce planning activities, and collaborative projects with industry, governments, training institutions, Indigenous organizations, and other partners. The role will serve as the program’s primary coordinator, subject matter expert, and liaison across all partners.
This is a dynamic, collaborative position that will play a key role in strengthening Nova Scotia and Atlantic Canada’s offshore wind supply chain and workforce while contributing to the long‑term growth of Canada’s offshore wind sector.
DUTIES & RESPONSIBILITIES
Program Development and Project Management
- Lead the design, development, implementation, and delivery of offshore wind supply chain and workforce development initiatives.
- Develop and manage project plans, timelines, budgets, deliverables, and reporting, coordinating activities across multiple stakeholders, consultants, and partners.
- Support project governance through preparation of steering committee materials, progress updates, and presentations.
- Track outcomes, performance metrics, and action items, contributing to continuous improvement of programs and activities.
Supply Chain Development and Industry Education
- Lead the development and delivery of supplier education programs and industry engagement activities, including workshops, webinars, training materials, and guidance resources.
- Engage with developers, suppliers, ports, marine industries, manufacturers, engineering firms, and other relevant parties to identify opportunities and challenges related to offshore wind supply chain participation.
- Ensure program content reflects current industry practices, procurement structures, and timelines.
Workforce Development and Planning
- Lead workforce planning and development activities to support offshore wind industry growth, monitoring labour market trends, demand forecasts, and required skills.
- Identify priority occupations, transferable skills, and training needs, and support alignment of training pathways with projected industry requirements.
- Facilitate collaboration among governments, training institutions, workforce organizations, sector councils, labour groups, and employers to advance coordinated workforce strategies.
- Contribute to the development of workforce development strategies that support inclusive participation and long-term workforce growth.
Engagement and Industry Relations
- Build and maintain strong relationships with industry, governments, Indigenous organizations, training institutions, workforce organizations, community groups, and other partners.
- Support inclusive participation by ensuring educational content and activities are accessible and aligned with the needs and priorities of diverse participants.
- Coordinate and facilitate engagement activities, including meetings, advisory groups, consultations, workshops, and industry sessions.
- Gather and synthesize input from key organizations to inform program development and validate program priorities and supplier needs.
- Represent MRC at conferences, industry events, workshops, and public engagement activities.
Research, Analysis, and Communications
- Conduct research and analysis related to offshore wind supply chains, workforce development, labour market needs, education programs, and industry best practices.
- Prepare reports, briefing materials, presentations, recommendations, and technical summaries for internal and external audiences.
- Support development of communications materials relevant to supply chain and workforce program and event delivery.
- Monitor domestic and international offshore wind developments and identify implications and opportunities for Nova Scotia/Atlantic Canada.
General
- Support association staff in implementing project activities and engage in various association events and initiatives.
- Undertake other responsibilities that support the project and the association’s broader work, as appropriate.
DESIRED SKILLS & QUALIFICATIONS
- Significant experience (7+ years) in offshore wind and/or renewable energy, including project development, and strong knowledge of procurement models, supplier qualification, regulatory frameworks, and Nova Scotia/Atlantic Canada’s market context.
- Proven ability to manage complex, multi‑partner projects involving industry, governments, Indigenous organizations, and training institutions, with strong organizational, analytical, research, and problem‑solving skills.
- Experience in workforce planning or labour market analysis, including skills development, training systems, or workforce development programs; experience developing training or capacity‑building programs is an asset.
- Excellent communication and facilitation skills, including preparing reports, presentations, briefings, and leading workshops, consultations, advisory committees, and collaborative working groups.
- Strong relationship building skills and ability to work independently, manage competing priorities, and take initiative in fast‑paced environments.
- Knowledge of Nova Scotia/Atlantic Canada’s energy, marine, offshore, or renewable energy sectors is an asset.
- Degree in engineering, business, economics, environmental studies, project management, public policy, workforce development, or a related field. Equivalent combinations of education and experience will be considered.
- Professional project management certification (PMP or equivalent) is considered an asset.
- Fluency in English is essential; French is an asset.
- Willingness and ability to travel (including a valid Canadian drivers’ license) as required.
- Must have authorization to work in Canada.
TERMS & WORKING CONDITIONS
- This position may be filled either as a full-time employee of Marine Renewables Canada or through an independent contractor arrangement, depending on the successful candidate and organizational requirements.
- Full‑time position with a fixed term through March 2028.
- This is a remote position requiring travel throughout Nova Scotia and occasionally Atlantic Canada. The successful candidate is responsible for maintaining a suitable home office, including internet service and standard office equipment. MRC provides an annual allowance for necessary office tools and technology, as well as a monthly mobile phone allowance.
- Candidate must be based in Nova Scotia and preferably in the Halifax Regional Municipality.
- For employees, MRC offers a competitive compensation package including health benefits, flexible working hours, paid vacation, and additional paid time off during the summer and holiday season. Compensation arrangements for independent contractors will be established through a consulting agreement.
- Occasional evening and weekend work may be required to support project delivery, conferences, workshops, stakeholder engagement activities, and events.
- National travel may be required periodically throughout the term of the position.
