Tim Brownlow is a government relations and business development executive with over thirty five years of experience in the offshore oil and gas sector. He is currently Director of Industry Relations with Atlantic Towing Limited. Tim began his offshore career in the oil and natural gas industry in 1978 working for the following companies: ODECO Drilling, Magcobar, and Rowan Companies Inc., both domestically and internationally. He then joined the Nova Scotia Government in 1990, holding positions as Petroleum Operations Officer, Director of Benefits & Training and Chief Advisor for the Department of Natural Resources and the Offshore Energy Office. During Tim’s offshore and government days he was fortunate to have been directly involved from the discovery phase through to the production phase for both the Sable Offshore Energy Project and the Cohasset-Panuke project.

Tim has served on numerous boards and committees, including: The Canada-Nova Scotia Offshore Petroleum Board, the Premier’s Energy Advisory Council, Chairman of the Offshore/Onshore Technologies Association of Nova Scotia, the Atlantic Energy Roundtable, seconded to the Grampian Regional Council (Aberdeen, Scotland), Associate Member for the World Energy Cities Council, and former Co-Chair for the Federal/Provincial Regulatory Review Committee to mention a few.

Tim resides in Dartmouth with his wife Beverly and they have two daughters.


Brad Buckham

Dr. Brad Buckham (BEng, 1997; PhD, 2003) is an Associate Professor in the Department of Mechanical Engineering and a member of the Institute for Integrated Energy Systems at the University of Victoria, and is a licensed PEng in BC.   His technical specialization is the dynamics modeling of multi-body floating offshore systems with an emphasis on mooring dynamics, and over the last 15 years has been involved in numerous industry driven projects in which system design and operation is complicated by the presence of mooring lines or cabled telemetry.

Dr. Buckham’s research portfolio spans several facets of the marine renewable energy space. His team of researchers at UVic has a track record in the development of technology for towed, autonomous and remotely operated undersea vehicles used to monitor and service submerged infrastructure.  Between 2006-2010 he was the Scientific Advisor for SyncWave Energy Inc. and also served on the steering committee for the 2012 Marine Renewable Energy technology Roadmap.  Since 2008, he has been the Director of the West Coast Wave Initiative (WCWI) – a collaborative research program investigating the potential for ocean wave energy to supply remote coastal communities and broader regions in Pacific Canada.

In building the WCWI, he has worked closely with numerous private sector developers of wave energy conversion devices to produce comprehensive resource assessments of the wave resource off the BC coast, complete detailed simulation based performance assessments of wave energy converter designs and determine how wave supplied power can reduce cost of energy in diesel reliant communities along the BC coast.  Through 2016, the WCWI was supported through more than $3M in grants from Natural Resources Canada, NSERC, the BC Innovative Clean Energy Fund, and the Pacific Institute for Climate Solutions.  The WCWI’s  activities include continued operation of a fleet of 8 moored wind-wave monitoring platforms off of the BC coast, and management of a coastal model that provide wave forecasts across the BC coast.  Moving into 2017 and beyond, the program is expanding its field monitoring operations through investment by the Canadian Foundation for Innovation, and is growing the effort to use marine renewables data assembled to date to build the economic rationale for incorporating wave energy converters into remote community electrical grids.

Through the diverse array of academic-industry collaborative projects he facilitates, and the progression of graduate students from his research team at UVic into the private sector, Dr. Buckham both supports and benefits from a network of professionals working across the full spectrum of the Canadian marine renewable energy sector.  His contributions to research and training in the marine renewables sector have been recognized by the BC Innovation Council, Natural Resources Canada and Mitacs Canada.


Jason Clarkson

Jason has over 18 years experience working in heavy industry primarily focusing on operational safety, regulatory compliance and risk management.  As the President of Halifax Offshore Consulting Inc. Jason has been servicing the renewable energy industry since in Nova Scotia since 2014 and was part of the team the received the Lieutenant Governor’s Award for Excellence in Engineering in 2017.

Jason also works closely with Fundy Ocean Research Center for Energy (FORCE) on various projects including Fundy Advanced Sensor Technology (FAST) program providing operational support.  Jason also facilitates Hazard Identification and Risk Assessments (HIRA) for various operations and assists in development of method statements for various deployments in Minas Passage as well as serve as an “observer” on major operations conducted in the Minas Passage for Fundy Ocean Research Center for Energy (FORCE).

In early 2018 Jason was approached by Fundy Ocean Research for Energy (FORCE) to capture lessons learned from marine operations in the Minas Passage. The project involves information that is shared from developers and contractors who have been performing marine operations in the past number of years. The purpose is to help the tidal industry in Nova Scotia by sharing information about operations and experiences while operating in the conditions that are unique to the Minas Passage.


Simon De Pietro

SIMON DE PIETRO is an Owner / Director for the DP Energy companies and current president of the European Ocean Energy Association. Simon De Pietro is a graduate of Mechanical Engineering (Aerodynamics and Fluid Mechanics) from the University of Liverpool. Simon has more than 25 years experience in developing wind farms and more recently marine energy projects. DP Energy has developed 260MW of built and operating renewable assets and has more than 1GW of renewable energy projects under development including 339MW of tidal energy projects.

Simon has been a tireless advocate for Ocean Energy during his term as president of Ocean Energy Europe, representing the organisation at numerous conferences, seminars and events, including policy discussions with the European Commission and member states.

DP Energy through its subsidiary companies Rio Fundo and Halagonia Tidal Energy is currently developing the largest tidal array in Canada through the Uisce Tapa project in the Bay of Fundy in Nova Scotia. The project was recently awarded a substantial grant of $30million from NRCAN through the Emerging Renewable Power Programme (ERPP) to support the project. DP is also developing another 300MW of projects in the UK and Northern Ireland.  DP is one of very few independent developers currently operating in the marine energy sector. This gives the company a unique platform to advocate and agitate for technology neutral advancement and support for the sector.


Marty Gaulin

Marty brings over 35 years of experience in engineering, procurement, construction, commissioning and operations management in the energy sector.   He started his career with Texaco Canada and Imperial Oil where he spent 10 years executing engineering and project management of upstream oil and gas projects from concept through to start up and operations.  Marty then joined Colt Engineering/Worley and spent over 25 year leading teams in the execution of EPC projects for energy and resource companies in upstream oil and gas, downstream refining, offshore oil and gas, mining and power industries.  His customers included Imperial Oil, PanCanadian, Talisman Energy, Suncor, Shell, ExxonMobil, Husky Energy, Nalcor Power, Nova Scotia Power and Vale.  He recently executed, on schedule and on budget, the 8 year $6B ExxonMobil Hebron Topsides Project in offshore Newfoundland and Labrador as the project director and business manager and took the project from the FEED stage through to commissioning and turnover to Operations.

 

When not working Marty loves to spend time with his wife Dawn, their four kids and three grandchildren.  In addition to his family time, Marty also coaches Novice hockey and volunteers on two boards including the Oilfield Technical Society and the Nor’easter Golf Classic.  His past volunteer and board experience also included Stella Burry, Kids Eat Smart and the United Way.

2021 VICE CHAIR

Peter is Director of Ports and Coastal with Atlantic Towing Limited, responsible for all aspects of business development, customer and contract management, and operations for the Ports and Coastal Division. In his role, Peter provides expertise and support for a range of industries including marine renewable energy, offshore oil and gas, port services, aquaculture, marine construction, mining and Arctic resupply. Peter also leads Western Canadian activity for Atlantic Towing and is currently working with the Canadian Coast Guard on the Emergency Towing Vessel project to provide emergency response services to the west coast.

Working with J.D. Irving Limited now in his 19th year, Peter has held progressive management roles in the Sawmills and Woodlands Division, Pulp and Paper Division and Transportation Division where he has gained strong experience in project management, planning, operations, business development and financial management.

Over the past several years, Peter has been closely engaged in marine renewable energy development in Canada. Growing up and living on the Bay of Fundy in New Brunswick, he is enthusiastic about the opportunities the industry can bring the Atlantic region and Canada. Peter has first-hand experience with the challenges facing the sector, having managed Atlantic Towing’s marine operations for several tidal energy projects in the Bay of Fundy area. As a result of this experience and work in other industries, Peter has a diverse network across Canada and a strong understanding of the benefits and challenges of building Canada’s marine renewable energy sector.

Peter is a registered professional engineer and holds a Bachelor’s Degree in Forest Engineering from the University of New Brunswick.

Kim began his career in northern Canada where he worked in the environmental department of two large mining companies.

From 1986 to 2017 he worked for the Province of Nova Scotia, mainly with Nova Scotia Environment (NSE). Beginning as an inspector in Yarmouth he liaised with various environmental non-government organizations, conducted inspections and enforced a wide range of environmental acts and regulations.

Kim had the good fortune of being with NSE at a time when environmental laws and protection of our environment were becoming important for people both here and around the world. This provided him the opportunity to represent the province and promote our environmental management programs in Great Britain, the Middle East and the Caribbean.

While with the province he served as Acting Deputy Minister of Environment and then as Deputy Minister of Agriculture and Fisheries & Aquaculture.

He now owns Aviso East Consulting Inc., which provides insight and advice to the private and public sectors, assisting them in reaching their potential by breaking down barriers and establishing long-term relationships.

Kim is presently the Head of North American Development with Nova Innovation, a world-leading tidal energy company based out of Edinburgh, Scotland. Nova designs, builds and operates tidal energy devices. They are currently preparing to install a turbine in Petit Passage, Digby County, Nova Scotia.

In his free time Kim loves to travel and sail around the coves, bays and islands of eastern Nova Scotia. He lives in the Annapolis Valley with his wife Patricia and has 2 adult sons.

Michel Samson is Counsel to the regional law firm of Cox & Palmer.  A bilingual graduate of Dalhousie Law School, Michel began his law practice in Cape Breton before spending 19 years as a Member of the Nova Scotia Legislature. Michel’s cabinet assignments included acting Minister of Justice, Attorney General & Deputy Premier, Minister of Energy, Trade & Acadian Affairs and Francophonie, Minister of Economic and Rural Development & Tourism, Minister of Environment and Government House Leader. Michel was a senior Minister in the government of Premier Stephen McNeil (2013-2017).

As Counsel in the Halifax office, Michel’s experience in energy, fishery, aboriginal affairs and trade matters is an asset for our clients doing business in Atlantic Canada and beyond.  Michel provides strategic advice on government relations and community consultation.  He is a registered lobbyist with the Province of Nova Scotia and Government of Canada and provides assistance to our clients needing guidance in government relations.

As he has been developing this technology, he has established experience in addressing technical challenges, raising capital, and navigating logistics and permitting requirements.


John Wright

Northland Power Inc. (Northland) is a Canadian based clean and renewable energy company with a 30(+) year focus on successfully developing, building, owning and operating sustainable electricity generating assets across Canada and globally. Northland is a publicly traded company with an approximate market capitalization of $8.8 billion. Along with biomass, solar and onshore wind assets, Northland has over 1000 megawatts of offshore wind in operation and 1000 megawatts in development.

John Wright has been with Northland Power since 2007 working in business development. John has been focussed on grid scale energy storage development and been supporting Northland’s offshore wind development interests in Canada and the US. He served as a board member of Energy Storage Canada from 2012 – 2019 and has been supporting MRC’s offshore wind activities since its marine renewable energy mandate expanded to include offshore wind.  While supporting all marine renewable energy technologies, John’s focus as and MRC board member will be on helping to build a roadmap for offshore wind development in Canada.
